Sure, Neutrals are the reason runner-ups exist, but, once again, those "runner-ups" can easily be considered "losers". IMO, there's only one occasion where we can consider a runner-up. When a Neutral has a win condition that must be completed before the game ends, but doesn't make it in time. In the Animafia, I considered Chairdriver (Bandit Keith) to be one of those people.
