basically: Clean heroin is much, much safer than street heroin (brick dust, anyone?) so if addicts could get it on the NHS, they would be unlikely to OD or catch STDs (clean needles etc) Also, it's been proven that methadone is an incredibly poor means of getting off heroin. If doctors were allowed to prescribe actual clean heroin instead, they could reduce quantity gradually and get more people clean.

My problem was that it just didn't feel like Die Hard to me.
