Popular ones appear in the 'top trending topics' area (at the moment in the UK there's #maxmonday and #happybdaymax so it must be someone famous called Max's birthday), although popular expressions appear there too (such as 'Alan Sugar' at the moment). Kind of like tags I suppose (from blogs, forums etc) to link together things. For instance I am subscribed to #veronicamarsmovie but I never check it, but its one way to see everyone mentioning it.
