A guard outside Meltiko mentions that he got flowers from a girl on the street.

Correct. From what I heard, NoA had a poll about the Tingle game which didn't give very positive results.

The haven't-seen-poke doesn't only apply to legendaries. But still, you are correct so you get the point. What I was looking for is that you can not trade a legendary with a level that is lower than what the legendary can actually be obtained in. Like a lv 9 Mew that is popular to ask for on GTS for the cloning trick.
