From what I heard, NoA had a poll about the Tingle game which didn't give very positive results. You can't ask for a pokemon you haven't seen yet, and a Pokemon holding a Classic Ribbon can't be traded? The haven't-seen-poke doesn't only apply to legendaries. But still, you are correct so you get the point. What I was looking for is that you can not trade a legendary with a level that is lower than what the legendary can actually be obtained in. Like a lv 9 Mew that is popular to ask for on GTS for the cloning trick.

Donkey Kong Land 1, 2 & 3 and Pokemon Yellow? Correct! Banana style and Pikachu style. Is it Conker? Correct! You must have a good eye for detail.
