To be fair, we know the exact reason Nintendo announced it when they did. They were announcing their smartphone venture. They had to announce it to reassure that they weren't giving up on hardware. That's why it was announced so early. Nothing to do with low software amounts. They said as much.

Difference is that Sony and MS will be forcing developers to have the games function on standard XBO/PS4, so porting isn't an issue. There won't be that much of a difference
