The first thing that sprang to mind while reading this was Police Chief Wiggum, lazily rolling in two hours late then deleting 70+ messages on the station's 911 answering machine. "Aww man, can't anyone take the law into their own hands for a change?" I'm willing to bet they've got strict targets to meet and dropping it simply saves them time and cash.
