Either its already somewhere in Vista, or It'll just come with any game that will use it. They could do with making a listof compatable hardware. To find out if you have it (most probably you have if you are running vista) open dxdiag. Why would Microsoft distribute it if Vista users already have it. To take advantage of it, you need a DX10 ready graphics card, and a game programmed to use it. It's running because directx is an API It's just that the graphics part gets the most attention because it's something that can be seen. I had win98 with dx9.0c running with a dx7 graphics card.
