Remains to be seen. But the Mii Maker is on the Switch 2 menu, so it's not impossible.

You know what? Sure. If Mii is in, we'll go with that. The actual character distribution will be determined on whether you have to unlock the Mii before hand.

I for sure would unlock them in less then a week, but most people aren't as mad as me.
