Pop-up blocker

May be. Any anti spyware programs out there then? I know I can look for them myself, but last time I did that, it probably resulted in this thread, if you guessed correctly :P I did install some program earlier I wasn't totally sure about it. It's uninstalled but I guess that doesn't solve the problem.

Norton? It keeps finding the same tracking cookie no matter how many times I delete it.

Norton is Norton, not Windows. Norton is a big cause of problems itself in my experience. Use Windows' own firewall, have it turned on, get some virus blocking software like AVG Free and the aforementioned Adaware. Although a tracking cookie is not enough to cause pop-ups afaik. You probably installed something stupid like an unneeded browser toolbar or some desktop buddy or smiley pack or anything like that, go through your add/remove programs in control panel and get rid of all the rubbish. Get ccleaner from http://www.ccleaner.com/ and run that, ticking all the boxes relating to Windows and your web browser.

If you have pop-ups coming the way you describe, you don't need a pop-up blocker. It's more than that, and just blocking them is no good. Plus most so-called pop-up blockers are just spyware themselves. Any decent modern browser blocks pop-ups by default. You should be using Internet Explorer 7, Firefox or Opera to browse the net, there's no reason to use anything less, latest versions.
