It's because it was for the main series games and linking up. Completely changing the genre for that would make zero sense. Action based combat is fine for the spin-offs such as PokéPark 2 and this, but in main-series related stuff? Hell no.

NSMBU wouldn't have been as big a misstep either if they hadn't released New Super Mario Bros. 2 just 4 months earlier on the 3DS.
Everything about that game (aside from the gameplay & stage design...some of the best 2D Mario ever) was just a complete misstep
I was looking at Dreams, another create your own game thing which looks ridiculously cool.
Then, I saw the control scheme at Paris Games Week. Yikes. That's a game that would truly benefit from the Wii U GamePad, if not just a Wii Remote
