100htz tv = progressive scan?

I think 100Hz refreshes the screen 100 times a something, but progressive scan is a different way of showing the picture (not interlaced). They're not the same thing, and if a TV is 100Hz capable it doesn't mean it is progressive scan capable.

A progressive video shows entire frames at a time, but an interlaced picture shows every other line of a frame (kind of). Progressive vid therefore looks smoother.

For progressive scan I think you need to look for a 480p capable TV.

As odwin said, the p at the end of 480 stands for progressive, and if its 480i its interlaced. Look for it ending in p.
