A god or king, specially at that time where tyrants where common, an all seeing eye was a powerful tool. I would be much more worried if it were a knee or something less obvious. It is sometimes interpreted as representing the eye of God keeping watch on humankind Because in 1766 some artist guy advised the people who were creating the great seal to put it on. Also, you can get meaning out of anything, I think it is called bias confirmation. Like 23, once you start thinking about it you'll see it everywhere, you can do the same thing with any number. I admit the Eye of Providence in the US dollar bill is really intriguing, mainly due to being rather subjective and laying interpretation on who sees it. I believe that because of America being deeply based on Christian culture and for what initially stood for and ideals, it means god's approval to a free Christian nation. But, someone else might interpret it as a symbol of an organization behind the U.S. government and manipulating its moves since the beggining.
