I was expecting around at least a 1mg connection, but more likely 2mg (we're far from the local exchange, and i think BT use straw for the cabling). They're taking the piss even if it's only a 1MB connection, i live a good 3 miles (maybe further) from my nearest exchange and get about 1Mbps almost all the time Monitor it for a couple of days, write down the speeds and the times of day (make sure you do 2-3 a day) and then phone em up, complain and email them the figures.
