It gets added to a sort of, well let's say "queue". Next time you have an empty plot and don't get a new animal from a Nook Ticket Island Tour. Nook will dig into that queue and choose an animal from that. So assuming you don't talk to any other animals that are moving away in the future, Stinky will eventually take one of your empty plots.
