That's a serious budget, I couldn't bring myself to blow so much money on a PC no matter how good it is. For you however I recommend 2 ATI HD3870 X2s in Crossfire and an Intel QX6950, or if you're willing to wait for a bit an Intel Penryn CPU with two 9800 GX2s.

The old 8800GTS cards (the 320MB and the 640MB editions) have been replaced by the hugely improved 8800GTS 512MB, if you have £200+ to spend go for one of these.

I think apologies are appropriate if the country in question is still reaping the benefits of its mistreatment (I don't know enough about the Japan/Korea situation to say whether that's the case there).
